How would you set up a permanent base with known coordinations

You can use UBX-CFG-TMODE3 to define manually the position of the base station.

How to determine this position accurately, there’s a few options:
1. Mount it on a known location
2. Use for a few minutes an NTRIP service to calibrate it
3. Record RAW measurements and send them to a postprocessing service

You could send the command packet from your own application code, or use uCenter. You can provide the location in LLH or ECEF formats.
