In talking to uBlox staff today this is basically a function/cost reduced ZED-F9P, only providing relative positioning, and use as a secondary or tertiary receiver in a multi-antenna system. It will not provide absolute position, raw measurements, or output RTCM3 observations.
ie a dual system would consist of ZED-F9P + ZED-F9H, and provide direction via UBX-NAV-RELPOSNED

With less functionality, will the price be cheaper than F9P ?

I’ve asked from pricing, most of EU has assorted vacation thru July/August, so hard to get an answer.
Finger in the wind guess, 50%-75% of ZED-F9P pricing.

Introducing ZED-F9H for heading applications
Highly precise heading for all types of vehicles
The ZED-F9H product is designed to provide best possible heading information to applications where precise attitude is of greatest importance.
The ZED-F9H acts as an accompanying module, and requires a ZED-F9P module to be mounted on the same vehicle. In this setup, ZED-F9P provides the precise GNSS position, and at the same time acts as a moving base to the ZED-F9H module, which in turn outputs the precise attitude Information
ZED-F9H samples will be available in August 2019. Fill out the project information form for an enquiry or contact <my sales guy>@u-blox.com to place orders.
Key highlights:
Precise heading information to all types of vehicles
Suitable for UAV, trucks, heavy vehicles and antenna alignment applications
Heading accuracy independent of vehicle motion and calibration
