In talking to uBlox staff today this is basically a function/cost reduced ZED-F9P, only providing relative positioning, and use as a secondary or tertiary receiver in a multi-antenna system. It will not provide absolute position, raw measurements, or output RTCM3 observations.
ie a dual system would consist of ZED-F9P + ZED-F9H, and provide direction via UBX-NAV-RELPOSNED

I’ve asked from pricing, most of EU has assorted vacation thru July/August, so hard to get an answer.
Finger in the wind guess, 50%-75% of ZED-F9P pricing.
